On the morning of July 7, 2026, a delegation from the Standards Division and the Science, Technology and Energy Conservation Office of the Hubei Provincial Department of Housing and Urban–Rural Development visited the Wuhan Institute of New Energy to attend a special symposium on the green and energy‑efficient retrofitting of existing buildings. Representatives from the Standards Division and the Science, Technology and Energy Conservation Office of the provincial department, the Hubei Provincial Bureau of Geology, the Hubei Provincial Building Energy Efficiency Association, State Grid Hubei Company, the Wuhan Institute of New Energy at Huazhong University of Science and Technology, China Construction Third Engineering Bureau, Hubei Liantou, CITIC Institute, the Building Research Institute, Yongye Xing, Daikin Group, and the Central South Institute attended the meeting. The discussions focused on key issues such as the drafting of contracts for energy‑performance contracting projects and market‑oriented approaches to energy‑saving retrofits of existing buildings. CITIC Institute presented an update on the preparation of contracts for energy‑performance contracting projects, while the Wuhan Institute of New Energy shared its practical experience in managing such projects. Participants engaged in thorough exchanges on critical aspects of various contract models—including energy‑efficiency‑sharing, energy‑saving‑guarantee, and energy‑cost‑management—covering the delineation of rights and responsibilities, the establishment of baselines, and the handling of contractual breaches.
