Statistics from the National Energy Administration show that as of the end of March this year, the cumulative grid-connected capacity of photovoltaic power generation across the country was 659.5 million kilowatts, of which 122.94 million kilowatts of distributed photovoltaics were used for households; among them, the cumulative grid-connected capacity of photovoltaic power generation in Shandong Province was 60.155 million kilowatts, and distributed photovoltaics were used for households. 26.29 million kilowatts, its scale is the largest among 31 provinces (autonomous regions and municipalities). At present, the cumulative number of households using distributed photovoltaics in rural areas of China exceeds 5 million, driving effective investment of more than 500 billion yuan, which has become an important source of power for the development of renewable energy in rural areas.
This year, "promoting the development and utilization of distributed energy" was written into the government work report for the first time, and was also listed as the focus of government work in many places this year. During the National Two Sessions this year, the relevant person in charge stated that the National Energy Administration will organize the construction of pilot counties for the rural energy revolution, implement the "Thousands of Households Light Action", explore and promote the clean and low-carbon transformation of rural energy, and help rural revitalization.
The rapid development of household distributed photovoltaics in rural China has benefited from the supportive policies implemented by the state for the development of the photovoltaic industry. On the one hand, with the support of a series of industrial policies, the production capacity of China's photovoltaic equipment manufacturing industry has been expanding and the technical level has been continuously improved, and photovoltaic products have become one of the "new three" popular overseas. At the same time, the investment cost of household distributed photovoltaic construction continues to decline, laying the foundation for its vigorous development in rural areas. On the other hand, the full implementation of photovoltaic poverty alleviation projects to cultivate distributed photovoltaic flowers everywhere in rural areas. In 2014, the National Energy Administration and other departments issued the "Work Plan on the Implementation of Photovoltaic Poverty Alleviation Projects" and decided to use 6 years to organize the implementation of photovoltaic poverty alleviation projects, opening a new chapter in the development of photovoltaic poverty alleviation. Subsequently, a series of normative and support documents were issued one after another. In the fight against poverty, the photovoltaic poverty alleviation project, as one of the top ten precision poverty alleviation projects, installs distributed photovoltaic power generation equipment for villagers at low cost through state financial subsidies, and subsidizes the lives of poor households in the form of income from electricity sales. With the strong support of the state, rural distributed photovoltaic has achieved leapfrog development, and photovoltaic poverty alleviation has achieved remarkable results.
At present, with the in-depth implementation of the "Thousands of Households Muguang Action" and the implementation of support policies in various regions, rural households continue to develop and grow distributed photovoltaics, which have a profound impact on rural production and life, and are full of vitality in the vast fields. On the one hand, household distributed photovoltaic has promoted the rural energy revolution and found important application scenarios for the development of new energy; on the other hand, all parts of China have innovated new models of household distributed photovoltaic development according to local conditions, bringing fixed income to villagers, driving villagers to increase their income steadily, allowing more people to enjoy the dividends of energy transformation and low-carbon development, and opening up a new blue ocean for farmers' income increase and rural revitalization in an all-round way.
In the critical period of the construction of ecological civilization, household distributed photovoltaics will contribute to accelerating the energy transformation, promoting the comprehensive revitalization of the countryside, and achieving the goal of "double carbon". The scattered photovoltaic equipment on thousands of miles of fertile fields has increased the income of the people and also guarded the green water and green mountains.
